Yes, I had chosen option 'B' and after careful evaluation, I am convinced that option E is better.

However, still wonder if the question is of GMAT quality

B is the correct answer. The source is Manhattan and B is mentioned as correct option.

E changes the meaning: Housboat is classified as "a recreational watercraft" not as "with a full head with both shower and toilet".

we are defining house boat as one [single thing] and 'that' modifies noun 'one' thing aka houseboat.
a) recreational watercraft
b) and has a full head with both shower and toilet
one makes the parallelism correct [define noun1 as noun2] and 'that' is required to describes house boats. so no redundancy.
