Previously, no speed limits were set on drivers in Bravia, and it was left to the discretion of the Bravian drivers to drive prudently. In 2005, in an attempt to reduce instances of speeding and thereby reduce speeding induced fatalities among the Bravian drivers, the government introduced speeding limits. Such fatalities have reduced significantly since the introduction of speeding limits. We need an event that allows both of the event to occur.
A. The proportion of cars being driven on the roads post 2005 is not the same as prior to 2005.

Even though number of speeding drivers has not decreased, they are wearing seatbelts and using airbags, reducing the number of fatalities.
