C is the answer.

A, B, and E are wrong on the premise that the modifier 'by building..' warrants rural people, who are responsible for the action of buidling.

Between C and D, D convolutes the meaning by squeezing the modifier 'recommends an expert..’ in the middle of the sentence.

On the other hand, C is a neatly done sentence and is hence the right choice.

In A we have a modifier issue. It's trying to say that Energy by building bio-gas facilities is going to meet the energy requirement. But logically it would be rural people who will build out the bio gas facilities.

For the same reason we can eliminate B and E as well, since the phrase "by building bio-gas facilities" is modifying incorrect noun - Household organic waste and sustainable energy expert in respective option choices.

We are now left with options D and E. And it really boils down to meaning and the clarity of the statement.

In C we are trying to say with the bio gas facilities people can use household organic waste to meet their energy needs vs in D where the statement is communicating that with the bio gas facilities people can meet their energy needs.

The option D is not communicating the intended meaning. It's not that because of bio gas facilities they are meeting their energy. The real meaning is that because of bio gas facilities the rural people can convert the organic waste into energy, and this energy will meet their requirements (which is what the expert is recommending as well)

By building bio-gas facilities, rural people’s energy needs can be met by household organic waste such as animal dung and kitchen waste, recommends a sustainable energy expert.

The thing to understand here is that after "By building bio-gas facilities" needs to come "rural people" because they are the ones building it.
Due to this A, B and E are out. Between C and D one can use meaning or modifiers to eliminate D and hence the answer is C.


A) rural people’s energy needs can be met by household organic waste such as animal dung and kitchen waste, recommends a sustainable energy expert -
Incorrect - "rural people's" are not building the facilities

B) household organic waste such as animal dung and kitchen waste can be used by rural people to meet their energy needs, recommends a sustainable energy expert
Incorrect - Modifier issue

C) rural people can use household organic waste such as animal dung and kitchen waste to meet their energy needs, recommends a sustainable energy expert
Correct - The sentence starts with the correct modifier and there are no other issues

D) rural people can meet their energy needs, recommends a sustainable energy expert, by using household organic waste such as animal dung and kitchen waste
Incorrect - "by using....kitchen waste" is next to energy expert suggesting that the expert will be using these to generate energy

E) a sustainable energy expert recommends that energy needs can be met by rural people by using household organic waste such as animal dung and kitchen waste

Felt tough on this one, too almost 10 mins :dazed :shock:

A) By building bio-gas facilities,
rural people’s energy needs can be met by household organic waste
such as animal dung and kitchen waste,
recommends a sustainable energy expert
.
Wrong:
"Rural people's energy needs" wrong sentence structure
"Met" adds another flaw in the sentence.

B) By building bio-gas facilities,
household organic waste such as animal dung and kitchen waste
can be used by rural people to meet their energy needs,
recommends a sustainable energy expert

Wrong:
"Rural people to meet their energy needs" - wrong sentence structure

C) By building bio-gas facilities,
rural people can use household organic waste
such as animal dung and kitchen waste to meet their energy needs,
recommends a sustainable energy expert

Correct: word use is better than "meet/met", makes sentence structure correct

D) By building bio-gas facilities,
rural people can meet their energy needs,
recommends a sustainable energy expert,
by using household organic waste such as animal dung and kitchen waste

Wrong: "recommends a sustainable energy experts modifys household organic waste, which is structure error

E) By building bio-gas facilities,
a sustainable energy expert recommends
that energy needs can be met by rural people by using household organic waste
such as animal dung and kitchen waste

Wrong: "That Energy can be met" makes sentence error
