Hi everyone, just to understand is C chosen over B because C uses "will be" which is parallel to "will probably not depend..." or is there any other reason? Kudos provided to anyone who can help. Thanks!

The initial part of the sentence in the future tense commands that the latter also be in the future tense.

That is correct, first hint is the conjunction used: "but" which should scream of parallelism. Next is the form/ tenses used i.e. to show a future tense via 'will be' v/s the infinitive form used in option B.
