The moment kiko passes Charles and covers 1 mile, Charles also covers some space before kiko falls off.
Kiko travels 1 mile = 1/60*60 min= 1min.
In this 1 min Charles covers = 8/60
Charles has to cover = 1-8/60= 52/60 mile more.
He travels 1 mile in 60/8 min.
Travels 52/60 in = 50/60*60/8= 6.5 min

Asked: How many minutes after the fall does Charles reach Kiko?

Distance covered by Charles when Kiko covers 1 miles = 8*1/60 = 2/15 miles
Time taken by Charles to cover (1-2/15 = 13/15) miles = 13/15*8 hour = 60*13/15*8 minutes = 6.5 minutes

­Since Kiko's speed is >> Charles' speed, so the moment they start, C will be left behind and we need to emphasize the statement in the problem "Exactly 1 mile after passing Charles" then and there.
K goes 60 miles in 1 hr or 60 minutes, so K goes 1 mile in 60/60=1 minutes.
In 60 mins, C goes 8 miles. So, in 1 min, C goes 8/60 miles.
The total distance to cover is 1 mile, out of which C covered only 8/60 miles. The remaining distance is 1-(8/60)=52/60 miles.
Therefore, C travels 52/60 miles in 60/8 * 52/60 = 52/8 = 6.5 minutes (using speed=distance/time). Option (B) is correct.

Charles has to travel 13/15 miles, not 1.

Adjusting your answer:

(13/15)*7.5 = 6.5

kiko falls a mile later crossing charles. 60m/h gives he fell a minute later crossing charles
charles takes 60 minutes to cover 8 miles and hence he takes 60/8=7.5 minutes to cover a mile
kiko took 1 minute to travel whereas charles took 7.5 minutes to travel the same distance 1 mile
consider this a race now
kiko can complete in 1 minute
charles can complete in 7.5 minutes
how much later did charles arrive at the finish location? 7.5-1=6.5 minutes
kiko completed the race when charles had 6.5 miles of his race time left
