I was thinking that for the last ride of the hour, we should only consider the ride time (30 seconds) and not include the loading and unloading time (2 minutes). Why haven't we done that?

For example:
2.5(x - 1) + 0.5 = 60 Where x is the number of rides.
Your concern is understandable, but the reasoning for including the full 2.5 minutes for each ride is because the problem assumes the roller coaster operates nonstop, including both the ride and the loading/unloading time for each cycle. Even for the last ride, the total cycle (ride + loading/unloading) is considered, as the ride is part of a continuous process. That's why we use the full 2.5 minutes per ride, even for the last one, and no separate treatment is needed.

Your approach, where you subtract the loading/unloading time for the final ride, would only apply if there were a specific condition indicating that the hour ends precisely during a ride without a full cycle. But in this case, the full cycle is assumed for each ride.

My initial mistake was assuming that each load and unload was 2 min each operation.

So I had horrible numbers 4.5Min
