Why have the highest concentration of these security systems seen the GREATEST INCREASE IN BURGLARY RATES?
Despite it designed to PROMPTLY ALERT homeowners and law enforcement -> let's focus on finding the weakness of this design!

The case: an increase in burglary rates caused by the ineffective work of Wi-Fi-enabled security system

It will effectively work if the homeowner is at home during the alert!!
How does the homeowner respond if they are not at home when the alert bell rings?

Wifi-enabled security systems increase and so does the burglaries, especially in neighbourhoods with highest concentration
Highest concentration may be high, lucrative targets, let's focus on why the increase?

A - some doesn't neessarily justify the high numbers - some could be 1-2 or almost all of them
B - police response time is irrelevant (it doesn't stop the burglaries from happening, it's a response to it)
C - this makes sense, if systems aren't working frequently, then this explains the high number of burglaries inspite of the security systems
D - systems are more likely to unarmed during daytime (probability) doesn't justify actual scenario
E - we don't know how long the update works and if the systems are not working during this time. We also need to assume burglars know the timing

A - we do not know whether some homeowners is just a small minuscule amount or a good number. Less secure homes in some cases may not resolve the paradox in question

B - This would explain the paradox. If response times have increased due to increased efficiency in reporting of calls and most of them turn to be non critical, it would explain the rise in burglary cases.

C - It may reduce the efficiency of the system but does not explain why the burglary cases increased

D - arming the security systems is not discussed in the passage and may not resolve the paradox in question

E - we cannot reckon the impact of automatic updation of cloud systems at night and its correlation with increase in burglaries and therefore does not resolve the paradox.

A) Incorrect. This suggests that some owners are not using security systems, hence less secure house. But this does not explain how burglaries are increasing.

(B), (C), (E) Incorrect as does not help to explain the rise is burglaries

(D) Correct. As it tells a loophole due to which even though there are more security systems, but burglaries are increasing. As burglars operate at daytime, when homeowners left home unarmed. The security signal is not being used.

Option A: Only some of the homeowners are doing this, not a majority. It doesn't explain this paradoxical increase. Eliminate.
Option B: Police are responding slower, but that doesn't explain the paradox still. Eliminate.
Option C: Losing WiFi in many regions frequently basically means that these alarm systems don't work very often. If the burglars know this, they would target homes with these systems, knowing that the security is unreliable. This explains the paradox, lets hold onto it.
Option D: Even if the system is off during the day, this doesn't explain why the houses with these sytems are being targeted. Eliminate.

Two events are happening coincidently leading to apparent contradiction. We need to resolve the paradox. Let's check options one by one:

(A) A is a strong option and will keep it because it can explain that some house owners /neighbourhoods will be those who are having highest concentration of security systems which they left part of securities disabled to avoid false alarms. Due to which Burglary is increasing at greater rates here and prompting of alerts is not happening properly.

(B) B is irrelevant since there is nothing to do with Police response time here.

(C) C is another option. C tells about several regions are facing internet issues , then prompting alert will be hampered and few regions where Burglary is happening at greater rates will also have alert promptness hampered due to large concentration of security systems installed. We can keep C

(D) D is not correct since armed/unarmed is not getting discussed in the argument.

(E) E is not correct since it has nothing to do with Cloud based services. Not able to resolve the paradox.
