Steel + X Stronger and more flexible than other steel.
Element X in much of the steel produced in Canada is naturally high.
Much of Steel in Canada Strong.

Some Steel produced in Canada might not be strong, as well. hence,

D. Some steel produced in Canada is less likely to develop microscopic fractures than other steel.

A. We only know Canadian steel has high levels of Element X, not that it has more than steel from every other country.
B. We don't know whether steel without high X is highly likely to develop fractures after years of use.
C. The passage doesn't establish that using ore containing X is the best method. There could be other ways to increase X.
D. Yes, the amount of Element X is high in much of the steel produced in Canada. This implies that some Canadian steel has more X than other Canadian steel, so some is less likely to develop microscopic fractures.
E. "High" levels in Canadian steel doesn't mean they are the highest levels found anywhere.
