I did order the score report after Jan 1 and didnt receive the mail this past week. But my score report was available to Booth before my app turned 'Received' and then 'Complete'.
It might be possible that it was indeed an admit list - list of only those admits whose score couldn't have been pulled from GMAC database earlier - maybe because it was not available at the time when their application was 'Received' (just a speculation; any exceptions amongst gmat clubbers?).
If it really was the complete admit list, we are looking at 400-450 of those gmat mails (including waitlist). Do we suspect that is the case? gmatclub numbers suggest otherwise (speculation again). Not sure if ppl who didnt get the mail should despair.

Correction: I did actually order my report a couple weeks back to make sure they had it. It's quite possible that my email was in reference to that. Good catch.
I guess that opens up a new can of worms for me -- was that email because I requested the score, or because I was on the mass-mail list. Lol... the worrying will soon be over. Tuesday (or worse, Wednesday if I'm dinged) will have the answer.
It seems that we have two ideas of what the email could mean:
1) Everyone who ordered a score report/retook the gmat after Jan. 1, 2011, received the email (the thinking they re-pulled these scores on some routine back office schedule).
2) Everyone who got an admit and/or waitlist got the email (the thinking that they made decisions and are now re-pulling all admit/waitlist scores for their records in some group list).
I am going with number 1, mainly because it is a marketing email and people were getting it before they even applied. It seems there could be three pieces of evidence that disprove this thinking:
a) someone ordered a score report/retook the test after Jan. 1 and
did not receive the email ( not counting the last few days after this email occurred)
b) someone did not order a score/retook the gmat after Jan. 1 and
did receive the email (maybe really is a admit group?)
c) someone from the wait-list for round 1 who did not order a score report/re-take the gmat after Jan. 1 and
did receive the email (if it is an admit group, you would think that if anyone got off the round 1 wait-list they would also receive this email as well).
I am spending wayyyy to much time on this...... I can't wait for this to finally end.
