Hey Almost Famous,
I'm a reapplicant. Again, I can't confirm if what I did is correct, but this is what I did. I created a new app (new pin) but only submitted the essay, one optional recording and one LOR.
The new app has a new pin / new e-mail (I couldn't use the same e-mail address as last year) attached. In the app, it'll ask are you a re-applicant and there will be radio buttons yes or no. Then write / submit your new essay, submit optional materials you want and have your recommender submit the LOR. My guess is that they'll somehow cross reference your name with last year and read your last year app and then read your this year app. That's my guess.
Under reapplicant instructions, it states
"REQUIRED ESSAYS
Please be introspective and authentic in your responses. We value the opportunity to learn about your life experiences, aspirations and goals.
The following two essay questions are for first-time applicants only. Reapplicants, please scroll down to the section labeled Reapplicant Essays.

So it's a new application in that you have a new pin and you have to go through the steps again, enter the administrative information, but you're only supposed to do the reapplicant essay.
My app currently says its complete for committee review. I'm guessing reapplicants are interviewed in the same pack as the rest of the R2 applicants. I haven't heard anything yet for interviews for this year. Last year, I was an R1 applicant, interviewed and was waitlisted R1 - R3.

Can you share your waitlist story from last year, if you don't mind? How long did you stay on it, and did you hear anything from the adcom during the process or towards the end? I have been waitlisted this year, and am trying to evaluate my chances.

Hi Diego,
I applied R1 and was waitlisted each round. Instructions are clear that they don't want new materials as that would be unfair to other applicants within that round (with the exception of new GMAT scores or new classes). I didn't contact adcom and just waited for decisions of each round. I don't know for sure about the process but I believe if your'e waitlisted R1, then you're considered against the R2 applicants. If you're then waitlisted R2, then you're considered against R3. If you're waitlisted R3, then you're waiting for yield decisions. I believe UCLA yield is getting higher every year. You receive decisions on the date that all the other applicants receive their notification. (waitlist is a decision)
I don't want to discourage anyone as there are probably many people that got off the wait list. The process can be frustrating but please don't lose hope, rather logically and realistically evaluate your opportunities. I'm sure everything will figure itself out! =)
