It is a bit of a tricky choice. I am going to guess that on campus recruiting is going to be rather weak since no company wants to visit a class of 45 or 90 students
and only alums and other similar prospective employers will be helping out.

Minnesota is crazy cold and super white so you will stand out quite a bit but it has a larger class size and it seems to hold its strength in MN. US bank is there and a few other employers, though they are not super friendly to international students, unfortunately.
Putting myself in your shoes, I think there are many pros and cons that are not primary and conflicting somewhat (slightly higher rank, proximity to bay area, climate, whiteness, middle of nowhere vs. city, class size, etc). You can easily have your head spin for months... and you probably will
I would suggest trying to make as much of a difference between the 2 programs:1. Immediately start networking with students from both schools and get their input. Both will likely complain about recruiting or brag about it needlessly, but you have to look through that and figure out where you would fit in better
2. Try to look for more money at both programs as mentioned.
3. What do you want to do during your MBA? What is the most important for you day to day? What environment would be the best?
4. I could see trading off slightly higher rank of Carlson and their class size for Davis, though it is a very small program but it is not like you are going to blow anyone's sox off with Carlson's name on your resume. If you have most of your potential employers in Bay Area, then you need to be closer to it. Proximity is not as critical these days as it was 2 years ago when you had to do in person coffee chats, attend mixers, network, etc. It is possible to do it remotely but your network would be local and the sphere of influence of your alum networks would be local as well with more Davis grads being in Bay Area
5. Do you have any family anywhere in the US? Distant relatives even? If yes, the closer to them you are, the better
6. Don't worry about small things like electives, classes, or professors, you will never know who will actually teach or what will be offered, so don't stress about it. You will be fine with classes.
7. Search for PM jobs in Minneapolis to see what you can find to give you an idea of what's avialable and employers that are there
