It is not that simple.
How are you going to explain that you can't even take the online GMAT exam? If many other candidates with strong application has a competitive GMAT score but you don't (assume that your application is strong), then why the adcom wants to take you instead of the other? The adcom wants to see effort. They want to see that if exam is not available in North America due to covid and the program waive the requirement, the candidate is still determine to travel overseas to take the GMAT exam where available. Not people who wants to take advantage over this and don't even want to try the online exam.
