I think your best bet is going to be UNC.
UNC has consulting companies including MBB's on campus which makes the whole process much smoother rather than sending resumes into a black hole.
If you were looking at Tech, I would recommend Foster for its proximity to all the big tech recruiters.
I would not worry about McDonough since there is no scholarship offered - UNC or Foster would be stronger offers.
I would encourage you to start preparing for interviews, presentations, and recruiting at Consulting companies. It is brutal and there are 10 people per spot and it is hard to convert being an international applicant and having a bit of a language/culture barrier or at least the perception of it. When the consulting companies evaluate their MBA recruits, they consider dropping you somewhere in Minnesota or Kansas as one of the leads and would you survive and be able to impress the execs on the ground or would you not justify the $500/hr billing rate to the client. They want to see brilliant polish, shine, energy, and someone who would blow the client away.
In any case, UNC has recruiters on campus who are there 4 days a week and throughout the whole year. You can talk to them, you can request a coffee chat, get feedback, input, be observed in classroom, etc. You will have a lot more opportunities there than at Foster or McDonough.
