If you are having that much trouble with verbal after using both TTP and Manhattan, then maybe you should work with a tutor before you take the EA again, because something is not clicking, and if it's not clicking after all the preparation you have done, then there's a good chance it still won't click if you keep doing what you have been doing.
If you can score 10 in IR and 11 in quant, then you can score 10 in verbal too, or maybe your move is to shoot for 8 in verbal and 12 in quant or some other combination.
In any case, a good tutor could help you to figure out what's going on with your verbal performance and what you need to do to hit your score goal. I realize that working with a good GMAT tutor can be expensive, but the expense may be justifiable.
