Relative pronoun when used without comma are used as restrictibe clause, as it is used here..try checking the sentence ignoring the entire clause and see if the sentence is still useful in meaning. If not then it is correct usage ( apart from all those usage of in which, where, when - u already knew)

I don't see a role for where here. The sentence could as well be:
The measurement this time was higher than the 50 inches that it was last time.
