OE:

“Using a small camera through an incision in the knee” is a modifier that modifies whatever comes after the comma. Our options for who or what is “using a small camera” are “a procedure,” “torn cartilage,” and “an orthopedic surgeon.” Only the surgeon makes sense in context, thus eliminating answers A, B, and C. (Choices B and C are also in the passive voice).

Answer choice E creates the unintended meaning that “torn cartilage” is a menisectomy. The answer is D.
