I went for E.
My approach was...who was using the Tsunami warning device?Answer: earthquake geologist. I thought this is more appropriate than the choice A.

While E sounds more wordy it is correct as the user of the device is unclear in A.

A) Using a tsunami warning device, deadly waves can be detected within the first few minutes of an undersea earthquake. -Wrong: The sense of the sentence is wrong. In this option you could understand that the waves are using the device.

B) Deadly waves can be detected within the first few minutes of an undersea earthquake, using a tsunami warning device. - Wrong1: passive voice. Wrong2: The geologits has been eliminated. Who is using the device?

C) Detecting deadly waves within the first few minutes of an earthquake, an earthquake geologist can use a tsunami warning device. - Wrong: It changes the original sense of the sentence. Here you can understand that the geologist can use the device when he detects the deadly waves.

D) Within the first few minutes of an undersea earthquake, deadly waves can be detected by an earthquake geologist using a tsunami warning device.- Wrong: Passive voice.

E) Using a tsunami warning device, an earthquake geologist can detect deadly waves within the first few minutes of an undersea earthquake. - CORRECT

Please, notice that passive voice sometimes could be right. But if you have to choose between active voice and passive voice, usually active voice is the best option.

I always try to avoid passive voice, to the extent of sometimes picking the wrong answer because of that. +1 for E in this one.
