As far as I see, the OA is okay. You see, the original text contains an error that the ban is on the beer bottle. This is wrong. You cannot impose a ban on a thing; you can put a ban on only some action. Similarly, you cannot ban alcohol but impose a ban on only drinking alcohol. This is the material error in A. When the meaning is wrong in the text, we can amend it for making the meaning logical.
In addition, ban over, ban against etc are unidiomatic. Ban on some activity is only idiomatic. So, B for amending the meaning error and for using the correct idiom.
