If the expenses for epidemics have not increased, then there has not been another outbreak of Dengue epidemic.

What if the government plans to amends deficient public service by increasing its expenditure on improving health care for epidemics. It may be possible that the expenses for epidemic has increased but there has not been an another breakout of dengue epidemic.

The conclusion "Only when the government fears mounted public outcry will the Government wake from slumber" seems more appropriate.

Not one to argue with the GMAT or official answers, but 'B' seems equally as ambiguous as other answer choices.

With the same logic we use to negate choice E (Costs could could come from another source besides health cure) we could negate choice B (Expenses could increase from an outbreak of Dengue or it could increase from an outbreak of another disease -COVID- for example). The paragraph literally says "such as Dengue" implying their are other potential epidemics that have this effect.

I agree with the explanation. Option B could not be chosen because of mentioning of "Dengue"; there could have been other epidemics as well. Moreover the question states Denuge as one of the epidemics, with use of the word "such as".

Help needed

I am not convinced with (B). It is possible that expense for another epidemic went down and there was a dengue outbreak and its expense got absorbed.
The entire 'expense of epidemics' is an additional expense. Whether it increased or decreased in a certain year depends on how many outbreaks of all epidemics happened that year. That is my understanding of the argument.

option D may also looking as correct option

I did not quite understand the solution. It seem to me that the argument says: Because A causes B, B cannot exist without A. This seems logically incorrect to infer. The passage statess that: Deficient service like an outbreak of epidemics, would force governments to react, raising costs.

However, to say that B) costs cannot be raised without an epidemic/dengue outbreak seems like a speculative inference to make. After all, we do not know anything else about costs, other than the fact that a dengue outbreak invariably increases them.

bb – I feel choice B isn’t entirely bulletproof here. The argument uses Dengue as one example of an epidemic but it couldn't be the sole reason for increased overall expense. As KarishmaB mentioned earlier, since we don’t have information about the cost impact of other outbreaks, it’s hard to assess the full effect on overall expenses from another Dengue outbreak. At a high level, the logic makes sense if all other costs remain constant but that condition should be stated clearly to make this choice stronger.
