I read you explanation about option C but could not hold onto it. Can you please correct my analysis of option C below.

Option C says that when paid poorly, more people will compete for elected office . If the officeholders are paid well, fewer or equal number of people will compete.

What can we make from this?? Don't you think this option will STRENGTHEN as people are running after money and that is why more people are going to compete.

Read option (C) carefully - NO MORE people ...
So the number of people is not extra when officeholders are paid well. It does not mean that fewer people run when they are paid less.
