I Chose B at first but this is Why A is right
Venture capitalists, investors who use huge sums of money to fund startup companies, plan to forego immediate profit by funding businesses with low earnings and to benefit richly from future sales of the companies or their properties.

(A) by funding businesses with low earnings and to benefit --> To benefit here is paralel with to forego instead of by funding.
(B) by funding businesses with low earnings and by benefiting --> doesnt make sense

To answer your query, the intended meaning, as conveyed by Option A, is that venture capitalists plan to do things - to forego immediate profit by funding businesses with low earnings and to then benefit from future sales of the companies or their properties.

Option B uses the phrase "by benefiting"; by maintaining parallelism between the actions of "funding" and "benefitting", Option B incorrectly implies that venture capitalists plan to forego immediate profit by doing two things - funding businesses with low earnings and by benefitting from future sales of the companies or their properties.

Remember, only those parts of a sentence that play the same roles should be parallel.
