How common is it to have someone other than the current supervisor recommending a candidate? I cant have my current supervisor recommend me. Is that going to impact my application significantly?

I have an even better question - what if I my boss is a board member (think ultra-busy) and on top of that is not completely fluent in English?

I think you should explain somewhere in the application why your direct supervisor didn't submit the reco. Maybe use the optional essay... A buddy of mine did that last year. His boss wouldnt write one b/c he wanted to keep him in the company (very stupid and unlogical reason, I know).
Nerdboy, the English part shouldnt be a problem. If you have done a good job for that super busy guy and if he likes you then you should be able to get a reco from him.
