31 year old middle eastern male
target school: part time MBA at UCLA.
Education: undergrad civil engineering from a state university(GPA: 3.5). MS in construction management from USC (GPA 3.6).
GMAT: 690 (could probably get higher)
7 years of experience working for Local Government doing civil engineering and construction management (promoted 3 times)
Also, I have been admitted to USC this year but contemplate starting the program considering the high costs and their relatively low ranking
please advice if at my age UCLA or USC part time programs would make a big difference.

Your graduate and undergraduate GPAs are average and above average, respectively of the GPAs of UCLA-Anderson students, which is a good thing
But the avg GMAT of UCLA is high. A 690 may hurt your chances whereas a 700+ or a 720+ would definitely improve your application to a great extent.
Your age will not be a problem at all as there were no gaps in your employment. People in their 40 s have also made it to UCLA. The fact that you were promoted three times during the job is a big plus.
My suggestion would be to apply to UCLA with an improved GMAT. While writing your essays, focus on your achievements during your work experience, how your ideas and innovations took the company or the project forward. If you have led groups during your work, do mention it, because leadership is an important quality that adcoms will be looking for, in their applicants.
You have not mentioned any extracurricular activities. ECs are important as they show that you are a well rounded person. Were you involved with any NGOs during your work? Do you have any other passions that you have pursued in these seven years?
Now, you say that post MBA you want to work in consulting or Investment Banking. Changing careers is a good reason to pursue MBA but in your essays you must explain why you want to shift from civil engineering to consulting. What experience or encounter led to this goal of changing of careers? Do you have any sort of prior experience in these fields?
Also, UCLA places a significant fraction of their students in tech whereas in USC, 20% of the class goes into consulting. Around 11% of students from UCLA were placed in consulting and the companies they were placed in are leading consulting firms (Mckinsey/Bain/BCG).
USC could definitely get you a consulting job but what kind of firm you want to work with, should guide you final decision. I would also suggest you to talk to a few alumni from both the schools before making the final decision.
