The types of explanations that work to "explain away" a low GPA are the types that would impress someone more senior, perhaps while recruiting for your first job after undergrad, in a face to face discussion as well. If you wouldn't tell a hiring manager that you had an epiphany and started studying more (to be clear, I would not recommend doing this as it isn't a strong reason) than you shouldn't explain it in your application.

That said, schools will take your major into consideration when looking at your GPA. A tough engineering major will be appreciated more than a major that is a lot less demanding, so don't worry too much about this. As mentioned, retake the GMAT to show your aptitude and ability to succeed in the classroom.

You are right . I didnt get two jobs during placement because I shared the epiphany story :)

IK went straight ahead and faced it head on. I showed them that I am good and smart candidate with the necessary quant skills for the jobs. My extracurricular tasks came in as a reinforcing agent to help make my case.

Do you think , in your experience , a below average GPA warrants an explanation for the colleges in US with rankings between 20 and 40?

It is not whether or not the GPA needs explaining to improve your case, but whether the explanation is a good one. There are few instances that are worth explaining and they are usually material things that happened to you during the period of time when your GPA was low (usually just a period of time as well, not a couple years for the most part). Material things are illnesses, serious family struggles, large scale employment in some cases (i.e. working 40-50 hours a week + school), etc. Nothing about your story warrants an explanation and any attempt at creating one would likely make your application less attractive.
