The second part of the sentence(which is the mail clause) doesnt contain any verb..
To correct this we need to add the simple past verb which is WERE...

Hence C is the correct answer

Sentence uses "before" - so it clearly mentions the timeline sequence. In such cases pas perfect use is optional
