Choice B - to test for her fingers .... distorts meaning with use of modified infinitive
Choice C - (has is not repeated but meant) has built used, correct verb form present perfect tense
Choice D and E - future tense used

My two pennies worth - Option B would have been correct if the sentence was something like "Hutchins painstakingly has analyzed and has built.." Hope it's clear.

If both verbs contain (analyzed and built) same auxiliary verbs, the second one can be omitted

For over forty years carleen maley hutchins has painstakingly analyzed the acoustical secrets of the best violins and (has) built instruments to test her fingers.

We need two parallel phrases in the same tense, therefore we cannot use will. Also, it's not the instruments who do the testing.
