Choice A - builds incorrect simple present tense verb
Choice B - to test for her fingers .... distorts meaning with use of modified infinitive
Choice C - (has is not repeated but meant) has built used, correct verb form present perfect tense
Choice D and E - future tense used

My two pennies worth - Option B would have been correct if the sentence was something like "Hutchins painstakingly has analyzed and has built.." Hope it's clear.

Choice B is parallel, but it distorts meaning "test for her fingers" . Intended meaning is to test her fingers
If both verbs contain (analyzed and built) same auxiliary verbs, the second one can be omitted

Would anyone tell me why D is wrong ?

We need two parallel phrases in the same tense, therefore we cannot use will. Also, it's not the instruments who do the testing.
