(C) layer is the reason why it receives almost no solar radiation
(D) layer, almost no solar radiation reaches the planet
(E) layer, it blocks almost all solar radiation from reaching the planet
The main idea is that Neptune because 1)is far from the sun and 2)has a gas cluod, has almost no light.
The correct choice IMO is D, it is the only logically correct.
In A "this" is not clear, in B this "accounts for its receving" is not idiomatic.
In C Neptune is "the reason" (wrong); in E it seems that is the planet that block the solar radiation.
