When you want to find out the complete sentence- read the sentence without keeping the first in mind. For example read below sentence without considering the striked text:-
Don't you think it is a complete sentence.
'The' is not required as we are not talking about any specific 'undergraduate program'
completion (Subject) of four-year undergraduate programs accounts (Verb) for approximately 82 percent of the total, while the balance of 18 percent goes primarily to graduates of professional schools in fields such as law and medicine
If you still have any question , please feel free to ask.

It still does not sound good to my ears. But I agree to your explanation. Use of the word "The" or an ''A" can distort the meaning.
