Since oil was discovered within the city, the standard of living in Dubai has soared, but the cost of living too.

A.but the cost of living too - what needs to follow ,but (,FANBOYS) is an independent clause. Notice the verb is missing. Going by the sound- The sentence abruptly ends with too, as if the sentence is left incomplete.
B.and also the cost of living - on the GMAT you will see options that have and also, which is awfully awkward/redundant.
C.but so has the cost of living- Correct.
D.and so also the cost of living- same error as B
E.but so did the cost of living - the auxiliary verb did is not correct.
Consider the below example: The iPhones have been designed to improve user experience, and they do.
The sentence is incorrect because of the presence of incorrect verb "do". The correct sentence will use "are" instead of "do".

A.but the cost of living too
B.and also the cost of living
C.but so has the cost of living
D.and so also the cost of living
E.but so did the cost of living

You need parallel structure for two elements:
- Standard of living has soared.
- Cost of living has soared.

'A has soared and so has B' or 'A has soared but so has B' would be the most appropriate construction. Note that (E) is incorrect because it uses 'did' but we alctually need 'has' as the auxiliary verb. The verb is missing in (A) and hence it is incorrect.
Here you use the 'but' construction because there is contrast.
Standard of living has soared so great but sadly cost of living has soared too.
Therefore, (B) and (D) are also incorrect.

(C) is correct.

"Did" cannot take an auxiliary verb?

Hi, in this sentence the word soared has been used which means 'rise high' and logically if standards of living are rising then so the cost will. how can you say that these things contrast?? we should use and? and the answer should be option B.
