Of all the countries that have a huge population, may be none has it more concentrated as that of the dense population of the Indian subcontinent.

A. may be none has it more concentrated as -For comparison we need "than"
B. it is perhaps that none is more concentrated than -"none of the countries is more concentrated than the concentration of the dense population" this doesn't make any sense.
C. perhaps none has it more concentrated than -Correct. "none of the countries has population more concentrated than the concentration of the dense population" -> correct comparison
D. maybe it is none that has more concentrated as -For comparison we need "than"
E. it may be that none is more concentrated than -wrong comparison as stated in B.

Though option C is the OA, there is a problem with it. The pronoun "that" does not have an antecedent. "Concentrated" is an adjective and hence cannot be the antecedent of "that" - the noun " concentration" is required.
