A. Congestion pricing, the practice of charging a fee for driving into the busiest areas of a city at the busiest times; it has more support from economists than do politicians.

';' is used to join two independent clauses. However the part before ';' in above sentence is not an independent clause. It is missing verb for congestion pricing. INCORRECT

B. Congestion pricing, the practice of charging a fee for driving into the busiest areas of a city at the busiest times, has more support among economists than among politicians.

The comma after "times" converts the part before it into a modifier and the comparison is parallel. CORRECT

C. Congestion pricing, the practice of charging a fee for driving into the busiest areas of a city at the busiest times; it has more support among economists than among politicians.

The presence of ; requires the part before it to be an independent clause but it is missing a verb for "Congestion pricing" INCORRECT

D. Congestion pricing, the practice of charging a fee for driving into the busiest areas of a city at the busiest times, has more support from economists than do politicians.

"from economists than do politicians" is incorrectly comparing economists to some thing politicians do. INCORRECT.

E. Congestion pricing, the practice of charging a fee for driving into the busiest areas of a city at the busiest times, it has more support from economists than from among politicians.

The verb is missing for "Congestion pricing" INCORRECT

Splits

1. Semi colon vs comma -- The way i test is by replacing the semi colon with "and" and checking if the sentence is still making sense. It clearly did not in this case so A and C are gone.

2. SV Error in E. Subject "congestion pricing" in E has no verb.

3. Between B and D, the parallel construction / comparison is violated in D "from A than from B".

B is our winner.
