But after the semi-colon(;) , it should be an independent clause and, how can "since that time" make the clause independent, rather it makes it dependent? Can somebody please explain.

if you find any subject-verb pair in a meaningful sentence..it will act as independent clause..
if u r connecting "since that time" with previous clause ..it is wrong...read the sentence saperatly.

IMO...don't go just grammatically...think logically and try to understand the intended meaning of sentence

B completely changes the meaning .
