I will go with D
*Even though* gives a clear contrast where as *Even If* gives condition so i ruled out A, B and C
The non-underline part gives a general information about what the city specifically do, it spends a large portion of budget on construction tourists attractions so using future tense isn't mandatory as given in B....D using right tense
the other split is "there is no certainty" and "the city is by no means certain" I believe later is more clear as we know the subject (city)

I think D should be the answer. Here is my reasoning.
Meaning - This city spends alot in certain direction, Still they dont know if this investment will be fruitful or not.
(A) even if it is by no means certain that the construction of tourist attractions --- it is not referring to any noun.
(B) even if the city is by no means certain that the construction of tourist attractions will increase --- So more like this one is introducing a condition. Also some thing seems incomplete.
(C) even if there is no certainty that the construction of tourist attractions increases ---- same error as in B
(D) even though the city is by no means certain that the construction of tourist attractions increases --- Ah i was looking for change of tone. correct meaning. Grammatically seems perfect.
(E) though there is no certainty as to the construction of tourist attractions increasing---- change of tone is present. "as to" part is not good. -ing is not not working good.
D is best of the lot.
