I agree on E being the correct solution.

The growing investment, along with A and B, has...

Hence we can eliminate ACs A&D.

Choice C confuses the meaning of the sentence, "oil to be found eventually" sounds like the growing investment would lead to an increased presence of oil, which is of course not the case.

With regards to B, I have to admit that I cannot directly say what's wrong with it, it just seems to be quite awkward.
If someone can shed some more light on this one, please do so! :)

not sure if i am sheding light on B or making it more cloudy, :) but anyway , here is what i think.

preposition "for" incorrectly modifies "oil" because oil is not 'eventual" the "finding" is eventual.

if it were, "raised expectations for finding oil eventually" or "raised expectations for an eventual finding of oil" (then i think it would be fine )
