There is a subject-verb agreement error in this sentence. As "inflation" is singular, singular verb must be used.
Options A, C and E use "were" and hence they are eliminated.
Option D is incorrect because it makes 1986 as the subject of the sentence. This is awkward as "was still about 50 percent greater than . . ." illogically modifies 1986.
Correct answer should be B.
