Rashed12  The -ing modifier preceded by a comma modifies the entire preceding clause. "Identifying" doesn't make sense here because "reduced-impact logging" can't be the doer of identifying trees that fell.

 I'll try to answer your question.
"reduced-impact logging" is the noun here and "sustains" & "identifies" are verbs that need to be parallel.

Lets see a similar sentence which will be easier to understand. 
Overtime logging helps to generate more revenue ,and makes employees profitable.

Now, here "Overtime logging" is a noun and doing exactly what "reduced-impact logging" is doing in the question statement.
To sum up, below is how the main sentence is structured:

Place,Place, reduced-impact logging (Noun) sustains(verb 1) 
 (List-->) forest preservation, wildlife protection, and crabwood oil production, 
 and identifies (Verb 2)..........
Both the verbs are separated by a parallel marker "and" and need to be parallel.

I eliminated 3 answer choices very easily. 
Options A - It seems as if A says that because "reduced-impact logging" sustains bla bla bla, it is able to identify ways to fell trees
Option B - The subject of the sentence is the compound noun and that makes the participle phrase wrong.
Option D- wrong relative clause usage

I was bewildered between C and E but chose E because in C, the relative clause at the end doesn't make any sense.

Your explanation is based on the fact that we have an "and” which only exist in E. ANS A does NOT have the "and" which implies the parallel structure. I don't think your explanation identified the true error of A.

Have a query from the meaning pov- How does reduced-impact logging identify the best way to fell trees? 
I am unable to wrap my head around the meaning.

I would assume that reduced impact logging is the process by which the negative impact of logging (cutting trees) is reduced on the forest. So it would involve some steps - identifying the right trees to be cut, cutting just the branches not the trunk so that they survive etc.

If it were up to me, I would not put 
"sustains forest preservation, wildlife protection, and crabwood oil production" 
and 
"identifies the best ways to fell trees" 
in parallel.

"Identifying the best ways to fell trees" would likely be one step in the process of reduced-impact logging. How can it be parallel to the effects of using it?

But all other options are grammatically incorrect so I have no choice.
