I would say "D" is the correct answer as the respective plural/singular endings are correct.

However, it seems there is something wrong with the original version of the sentence, seems like there are duplicated elements.

Each ---> Hence, verb needs to be singular. 'is' will be correct - A & B eliminated.

E is eliminated as "for creating" is the apt usage here and not "to create" - "to create" usage is used when there is a 'purpose' behind the act.

For eg. Diversity is encouraged in schools [in order] to increase exposure.

Between C & D, C is awkward as well as distorts meaning slightly. Hence, D is the correct choice.
