My choice is (D). It took me 43 seconds to make the call.

For "bossy' verbs such as "recommend", "suggest", "stipulate", their object clauses should be in subjunctive mood. While in British English, "should be restored" and "be restored" are both correct, only "be restored" is considered correct in American English / GMAT.

(1) "Are restored" is incorrect.
(2) "Are restored" is incorrect.
(3) Well, "should be restored" is not considered correct in GMAT.
(4) "Be restored” is correct. No other issues identified.
(5) Though "be restored" is correct, the nonrestrictive clause "each of which are worth..." breaks subject (each) - verb (are)- agreement rule.

Issues:
    The moment you catch the word RECOMMENDING, give a pat to yourself and Congrats! The battle is half won. Now, you just need to win the war. :cool:
    GMAT keeps on ingesting distracting modifiers to ransack the balance and accuracy.

    The term RECOMMENDING comes under the purview of bossy verbs - Demand/Desire/Request.
    This usage mandates the verb in its base form and devoid of the term 'SHOULD', in GMAT.
    A, B and C Improper subjunctive verb usage

Answer choice analysis:
    A) each of which is worth tens of millions of dollars, are restored
      Improper subjunctive verb usage

    B) each worth tens of millions of dollars, are restored
      Improper subjunctive verb usage

    C) each of these worth tens of millions of dollars, should be restored
      Improper subjunctive verb usage

      Sweet. D is the winner!

IMO correct answer is D

Because the country has made significant progress in reducing its budget deficit, economic authorities are recommending that its development aid payments, each of which is worth tens of millions of dollars, are restored by the beginning of the year.

"recommending" when used should continue with subjunctive usage.

A & B is clearly out for this reason.

E is having new error - "each of which are......" - each as a subject takes singular verb, instead of "are", "is" be the correct usage.

Between C & D, the differnce lies in usage of "should be" & "Be", GMAT believes the use of "Be", so D is the champ .

The word "recommending" suggests that a subjunctive verb should be used.

I would go with option D since option E has a subject verb agreement error (each of which are).

My Approach:
Notice the verb "are" restored. What is restored here? Country or the development or the payments? If you think about it carefully you will realise it is the development that has to be restored and development is a singular verb. Hence A and B are wrong.
In Option C, you should (ironically) notice the word "should". Should represents moral obligation and is wrong here. Hence C is out.
Between D and E, look out for the difference: each worth tens of millions or each of which are worth? The word right before this phrase is payments. Do you really need to say "payments, each of payments are worth"? or you can simply say each worth and let it smoothly refer to the payments?. D makes a better case.

IMO D.

Between D and E

If E were framed in such a way that is be replaced by an, both D and E would be correct.
