Although placing the verb "are" before each item would not be wrong in a strict sense, doing so would not be concise or stylistically preferred.
I do not recall an official sentence in which the same linking verb was repeated before each list item. In any case, repetition is rare.

My answer is (A). It took me 1 minute and 45 seconds to make the call.
Actually, I did not find A appealing at first. I had hoped for better version. The meaning is quite clear: Business owners relocated to small towns are confronted with an issue: It is hard to find long-term customers. Now, it is not surprising that rural customers , long-term or not, tend to be not as wealthy as urban customers. Also, rural customers are somewhat reluctant to spend.
When I read the sentence, I thought the relative lower financial resources & frugality are the reasons for the difficulty of retaining long-term customers. So, I tried to find one version that fits my interpretation.
(B) "But" is fatal. There is no contrast between "difficult to find" and "not as wealthy".
(C) If we take this version, there should be "are" before somewhat reluctant for parallelism. Alternatively, remove "are" in "are not as wealthy". Also, C gets rid of "that" at the beginning of the clause, which might be frowned upon in formal writing.
(D) The "and" in "and are not as wealthy" should be removed. Even so, it still suffers from the lack of parallelism.
(E) As with (B), "But" is fatal.
At the moment, I am running of option. So, I have to take another look at (A). It now seems OK if I consider all three parts as what those business owners stated. They state that (1) long-term customers are difficult to find (2)(long-term customers are) not as wealthy as their urban counterparts and (3)(long-term customers are)somewhat reluctant to spend money.
