As per E-gmat with subjunctive verbs such as " advise, allow, forbid, persuade and want" that construction should not be used and to+verb should be used. Other subjunctive verbs follow the that construction.

advice is a subjunctive verb, so "that " can not be omitted and there should not be any modal verbs with it. Also, in case of negative add only "not".
