A. say the number of active fires were actually three times higher in August compared to in -- Subject is "team", so singular verb is needed.
B. say the number of active fires was actually three times higher in August compared to in -- Same as A
C. says the number of active fires was actually three times higher in August when compared to -- comparative form usually takes "than", "higher than" will be correct
D. says the number of active fires was actually three times higher in August than in -- CORRECT
E. says the number of active fires had been actually three times higher in August as compared to -- Verb tense should not be past participle when a later past is not there. "as compared to" is not correct with a comparative "higher" as well
