Hello, everyone. These shorter underlined portions often make for a more difficult task. Here, the easiest way I can think of to arrive at a definitive correct answer is to tease apart the two instances of subject-verb agreement that are on display in the underlined portion. The first is straightforward, since all five answer choices start with are. That is, the sentence is conveying, within a subordinate clause, before any insurance reimbursements are made. Choice (E) is already out, since for does not make sense in the given context. Get rid of it, as well as the first part of the other four answer choices, so that you can focus on the remaining word (or lack thereof in (B)).

As for the second subject-verb agreement, notice that the final part of the sentence follows a passive construct: adopted by employers. What is being adopted here? If you said insurance plans (from the beginning of the sentence), then you are correct. If we rearrange and slightly modify the different pieces so that sentence is written in the active voice instead, our necessary second agreement is easy to spot:

employers _____ increasingly adopting high-deductible health insurance plans...

It should now be obvious that neither is (choice (A)) nor for (choice (C)) will work, and we can also see that something, a verb, needs to fill the gap, so we can eliminate (B) as well. The missing verb is are, and choice (D) is our answer.
