Options A,D & E are easy to eliminate. Option A doesn't have a main verb (has been). In D, "elsewhere exported" is incorrect. E distorts the meaning of the original sentence.

The main choice is between B & C. C is incorrect because it changes the meaning slightly; we need a "would have been used" to clearly communicate the hypothetical case.

Therefore, B is the correct option.
