While shale gas use has increased dramatically particularly in the United States, where it has brought down gas prices, global emission have continued to rise as the coal that would otherwise have been used exported elsewhere.

Incorrect verb
B)that would otherwise have been used has been exported elsewhere.
C)that would be used otherwise has been exported elsewhere.
Would have been used is correct
D)that would otherwise have been used has been elsewhere exported.
E)otherwise that would have been used elsewhere has been exported.
