In my opinion this question is more about correct meaning.

tinbq for option E I can say "the law" at the end is not appropriate. It should somewhere refer back to "the law" in non-underlined part. And this reference need a pronoun, which is there in option D.
In absence of a pronoun both of "the law" will be independent entity.
