At a conference on the origins of language, the complexity of tools 1.75 million years old were said to suggest a level of human development, inconceivable unless they had language.

Subject-Verb agreement is the main element that stands out. Solving this sentence heavily relies on what the statement is trying to convey. Note that it is the complexity and not the tools that is the subject here. Since complexity is singular, options with the plural 'were' can easily be ruled out)

Out go A and B

C) was said to be suggestive of a level of human development not conceivable without language ( while I can't point an evident flaw in this option, when I read E the use 'incoceivable' seems better. I don't know if this option can be labelled stylistically flawed but the use of 'to be suggestive' seems awkward. )

D) was said to suggest a level of human development inconceivable unless they had language ( to suggest is certainly better but I'm not sure what the pronoun 'they' refers to the latter half)

E) was said to suggest a level of human development inconceivable without language
(Sorts all the errors seen in the previous options)

OA : E

A) were said to suggest a level of human development inconceivable unless they had language

=> The complexity...were (SV error)
=> What's the antecedent of the prounoun 'they'

B) were said to suggest that without language their level of human development was not conceivable

=> The complexity...were (SV error)
=> What's the antecedent of the prounoun 'their'

C) was said to be suggestive of a level of human development not conceivable without language

=> Indirect and wordy

D) was said to suggest a level of human development inconceivable unless they had language

At a conference on the origins of language, the complexity of tools 1.75 million years old were said to suggest a level of human development, inconceivable unless they had language.

See, if you look at the underlined portion of the sentence, we can immediately see "were", indicating, there is something related to verbs that the Q wants us to check. Now as a rule, a subject and verb can never reside in a prepositional phrase. So of tools is to be ignored being a prepo phrase , what is left is the complexity.
Now the "complexity is " is singular and hence were is incorrect. So first and foremost, the answer needs to begin with "was". Seeing this , option A, B are out

In option D- the use of "they" is ambiguous since it has no fixed anticedent. You cant keep somene hanging in right. Hence D is also wrong.

In option C & E, E looks more concise and apt. Hence E is the answer.

At a conference on the origins of language, the complexity of tools 1.75 million years old were said to suggest a level of human development, inconceivable unless they had language.

Meaning:
At some conference, the complexity(subject) of tools....were(verb) said to suggest a level of human development inconceivable unless human beings had language.

POE:
Subject -verb disagreement: the complexity singular doesn't agree with were plural verb.
Pronoun Issue: the pronoun "they" doesn't have any logical antecedent.

A) were said to suggest a level of human development inconceivable unless they had language --->

B) were said to suggest that without language their level of human development was not conceivable ---> pronoun issue has been fixed, but SV disagreement is still there.

C) was said to be suggestive of a level of human development not conceivable without language ---> Use of suggestive of is wrong. it should have been suggest.

D) was said to suggest a level of human development inconceivable unless they had language -----> pronoun they doesn't have any logical antecedent

E) was said to suggest a level of human development inconceivable without language ----> Correct.

A & B - SV error, the complexity - singular

C - awkward construction

D - they refers who? and wordy than E

E is best
