D reads as "...than to the worshipping their gods" wherein worshipping is the noun. So they devoted more effort to tending to their fields than to the worshipping. Nonsense.

Devoted is correct because we are tlking about something in the past.

Past perfect in B is wrong because its nonsense to suggest they stopped worshipping their gods and tsking care of their children BEFORE tending to their fields.

Official Answer
Read the Original Sentence Carefully, Looking for Errors:

This question tests our knowledge of comparison and verb tense. First of all, we should realize that the inhabitants of a village being unearthed by archaeologists must have lived in the past. So present tense verbs will not work in the underlined portion. Secondly, we should realize that the three actions — tending fields, worshipping the gods, and educating the young — took place at the same time. That means the verb forms should reflect this and there should be parallelism.

Scan and Group the Answer Choices:

Choices (B), (C) and (D) contain the past tense verb, “devoted,” in the underlined portion. Choices (A) and (E) do not and can be eliminated.

Eliminate Wrong Answer Choices:

Answer Choice (C) correctly places the verbs in the comparison in the simple past making them parallel, so Answer Choice (C) is correct.

Choice (B) is incorrect because the past-perfect “had to worshipping” suggests that the worshipping and the educating took place before the tending.

Choice (D) includes the phrase "the tending of their fields,” which is not parallel.

The Italian archaeologists who have been working on the site believe that the inhabitants of the unearthed village devote more effort to tending their fields than they had to worshipping their gods or educating their young.

A) devote more effort to tending their fields than they had to The village is unearthed by archaeologists and hence must have been inhabited in the past. Use of present tense "devote" for its inhabitants is incorrect. Eliminate.

B) devoted more effort to tending their fields than they had to Use of past perfect "had" for "worshipping" and "educating" implies that these actions took place earlier in time than "tending", which is not conveyed by the original sentence. Eliminate.

C) devoted more effort to tending their fields than they did to Correct answer - above errors are rectified and no new errors are introduced.

D) devoted more effort to the tending of their fields than to the "the tending", "the worshipping" and "educating" are not parallel. Eliminate.

E) devote more effort to the tending of their fields than they did to Same error as in (A). Eliminate.

Hope this helps.

The primary problem in D is that "the worshipping their gods" is incorrect. The phrasing is not idiomatic.

"the worshipping OF their gods" would have been fine
