My answer is (D). It took me 01:17.
Because the subject is singular ("Land surveying"), we can eliminate (A) and (B) for the incorrect use of “demand".
(C) (1) Should use "the ability to do something" rather than "the ability for doing something". (2) Written this way, with a comma before with, readers expect to read more after "The ability ... Earth". For example: ", with the ability ... particularly essential."
(E) It is very awkward to say "particularly the strong command of the ability to ..."
