Who is a pronoun, it refers to the noun Janice, so it acts as a subject whose verb is missing. Generally, who is followed by its verb. Here, the verb of the pronoun subject is missing.

This is the correct choice. Whom is also a relative pronoun, but it can be preceded by a subject and a verb.

absence of "a" before business
