I think it should be C according to me … parallelism .. the number of men and women has increased by x % and not the percent.

Since 1991, the percent of men arrested for aggravated assault decreases by 9.5 percent while the amount of women arrested for the same crime increases by 46 percent.
A. percent of men arrested for aggravated assault decreases by 9.5 percent while the amount of women arrested for the same crime increases by Incorrect as percent of men is not parallel with amount of women.
B. percent of men arrested for aggravated assault decreases by 9.5 percent while the percent of women arrested for the same crime increases by Incorrect as since generally requires present perfect tense. In addition to that percent decreases by 9.5 percent.
