A. The descriptive phrase, "except the United Kingdom and Central America," does not logically modify anything. Second, "a reluctance… and a labyrinth" is a compound plural subject that does not match the singular verb "has prevented."
B. First, "places" is unnecessary and, therefore, wordy. Second, "a reluctance… and a labyrinth" is a compound plural subject that does not match the singular verb "prevents."
C. Correct. The modifiers, "except…" and "where…" are correctly connected to the words they were meant to describe, and subject-verb agreement—" a reluctance… and a labyrinth… have prevented"-- is maintained.
D. The phrase "except for the United Kingdom and Central America" incorrectly modifies the subject "mobile-to-mobile viewing."
E. First, "except for" is wordy when compared with "except." Second, "both reluctance as well as a labyrinth" violates the idiom "both A and B."

Great question. I was stuck between B and C. But B has subject-verb problem in 'prevents'. So picked C.
